Research from the NRLA shows councils are recovering only a fraction of the penalties issued to rogue landlords. Of nearly £30m in fines imposed by 285 English councils between 2023 and 2025, just £7.5m has actually been paid. With the Renters’ Rights Act set to increase maximum civil penalties to £40,000 from May, the NRLA cautions that without properly funded enforcement teams, rogue operators will continue to undercut responsible landlords.
